If it were me,  I would find a homeowner in this pool looking to sell. 

I don't have any current experience flipping house, but do have an excellent contractor in my family that can do the work, and about $500,000 in savings that I can invest in this project. 

If they lie and don't pass your screening, that's their fault.It helps to have your screening criteria written down so you can share it with them.

Is this something I have the time to do?  

Is this enough of an evidence without actually seeing the pet and am I able to deduct the repairs for this from their security deposit?

Buy and holds are easy and popular in this area, especially if you know what to look for.
