The reasons for the double-standards are (a) the Mexicans are going to come here anyway so we may as well control it, (b) there are not enough people in Mexico who want to come here to substantially change the U.S. in the short run whereas there are billions of peoeple in other countries who can hop on a plane and cause a real mess here, (c) skilled people, on the other hand, have a much bigger positive effect on the U.S. economy and U.S. competitiveness and therefore should be encouraged to come without numerical restrictions - there aren't enough highly skilled people in the world to inundated our country.5.
