@James Freeman I'm not sure what neighborhood you live in, but a lot of the neighborhoods around the Austin area encourage them as a way to try to maintain some type of affordable housing.

I encourage landlords to charge both if allowed by state law: you add a little to your pocket, but you give the tenant an incentive to prevent and/or repair damages themselves to get their deposit back.
