Not only can evictions be dismissed as Dawn said, but so can criminal charges due to plea bargaining, prosecutor workload and other reasons.

These people operate under " the best offense is a defense" scenario.

The second thing that I have my cops looking for is criminal or problem tenants. 

If they are an authorized occupant, we have a shortened application form and fee, run a criminal check, meet the person and photograph their license, and have the tenant sign a one page addendum.
