The analogy in software is do you dive in and start scrumming when you have a good idea or do you take the time for product discovery with the product team testing the market and architecture team doing exploratory testing? 

Security lighting would not be required per law/lease but without basic lighting for visibility it can create crime on a property even in a relatively safe area and this is well known in the realestate, architecture, and construction industry.

If they ARE your responsibility, check to see if there is a design review / architectural committee that must approve your choices.
