Though you can argue that sheet vinyl is cheap and durable, so putting it in first doesn't make a huge difference.- If I'm installing a tile floor, I'll generally do the tile after the cabinetry.

It seems that with how slowly land seems to sell, there wouldn't be any of the "wild west hunt" for good investment property and instead could be carefully calculated for lowest construction cost, highest durability/energy efficiency, etc. making sure it is a good solid asset with very low maintenance.
