You should be able to fill out the majority of the paperwork, but there may be one section that you actually need the tenants to sign off on basically just acknowledging that you're applying for these funds of their behalf to cover past due rent.

Even if you disclose the situation to people occupying the space or building or using the property and require them to sign a release and acknowledgment of disclosure, by allowing others to be exposed could create a potential liability on your part as well as the original responsable party.
