You should be able to fill out the majority of the paperwork, but there may be one section that you actually need the tenants to sign off on basically just acknowledging that you're applying for these funds of their behalf to cover past due rent. 

Mentioning the discount can be acknowledged as the landlord accepting fault and the tenants being owed a settlement is a perspective I did not think of.

Acknowledge that she is worried about "unnecessarily" (grocery shopping is necessary) increasing her exposure to risk.

And, as far as the fact that he could be a liar, I fully acknowledge that and why I factored in the likelihood of the eviction.  

I should have mentioned this earlier but they did text me earlier just acknowledging that they received my communication. 

You just need an Acknowledgement and Confirmation of Disclosures form for each party to sign.

Even though they acknowledge there really may not be a leak, AND that our Property Manager has confirmed no leak....we MUST send "invoices and pictures" from a licensed contractor saying such.

Even if you disclose the situation to people occupying the space or building or using the property and require them to sign a release and acknowledgment of disclosure, by allowing others to be exposed could create a potential liability on your part as well as the original responsable party.
