I would sell the stock to pay off the mortgage.You likely have to make a 11% return(pre-tax) from your stock portfolio to make the 8.125% interet payment.I.E.

If the water bill is $100 a month, increase the price by 20% (or whatever you decide is fair) to compensate you for the time required to split and bill and to cover additional use when tenants squander the utility.

I don’t see where a rental would make sense, so I’m trying to look at other options to cover the monthly payments until the market goes back up.  

It also includes managing your existing investment well to ensure you aren't bleeding money due to bad tenants, excess maintenance, etc. 

We reduced their rent by $50 to cover their additonal utility bills.

In the same amount of work I could find an undervalued deal in my market through existing channels.
