@Jamie BanksI understand there are multiple parties: 1) displaced insurance policy holder (tenants)  2) ALE 3) The company that supplies all the furniture and install the washer and dryer. 

Use LVP flooring, it's cheaper than installing new hard wood floors and they're more durable for longevity purposes.

I'm a fan of gated yards and higher-end security doors and will install chain link and even some wood privacy fencing if I think the house/area warrants it.

I ultimately obtained a variance to build 12 townhomes and 18 condos reliant on my hardship case and by agreeing to take responsibility for replacing the retaining wall in a re-designed terrace approach that stepped the wall back from the most immediate neighbors which was a rounding error once applied to the overall project budget.

And preparing a building site and installing a driveway are further considerations if I even decide to build something there.

Because the existing house was too low the developer followed the rough location of the old sewer line and installed a new sewer line to connect to the existing house. 

In my devious mind, I thinking like you that I hire a parking attendant, install gates and charge an entrance fee if I bought it. 

One way to get tax benefits while you're living there could be installing solar panels or upgrading the energy efficiency of the home. 

Perhaps refinish existing wood floors rather than install new LVP to save money.
