Personally I am on my first house hack in South LA, and while I know I likely won't cash flow if I move out at the one year point, I see value in owning rental property in LA in the long run, and I have a good savings rate and reserves, so I'm leaning toward the idea of getting a second house hack ASAP but haven't landed on a decision.

@Jay HinrichsThe permitting process is insanely laborious, long and expensive here in california.I really don't see how they plan to address the housing shortgage with so much redtape, processing delays, and outrageous feesI just spent nearly 200k in engineering and studies for only permitting 2 new homes in Topanga, CA, and the plan check only will last one year and halfIt took me more than one year to permit a simple warehouse in South LA in an industrial areaNow buying cash would make sense if you could double your money in 12 to 18 month after subdividing, but i have yet to find such deals

If you buy after a crash and/or do some value add forced appreciation, then yes you can have great appreciation over the short term, just not the long term (compared to other parts of LA) in my opinion, experience, and supported by the long term historical pricing.
