I certainly do not want to lose my sanity so perhaps it's worth better understanding how the economics work in Grade A or B areas.

It really varies but the bottom line is that basement square footage is not near as valuable as at or above grade square footage.

PITI: 950Potential Rent: 1500/month. ( 750 on each side)One tenant that is in pays 650 now.But the location is grade C.

The cheap stuff is just as durable as expensive grades I've found.  

The higher grade 12mm LVP (in a nice neutral color) should last a long time though so perhaps paying up front for that installed is better. 

1st thing I recommend doing when looking at Cleveland is reading The Ultimate Guide to Grading Cleveland Neighborhoods that will show you the varying neighborhoods we've got around here.

You may even need to do subfloors from below if soiling is heavy (lots of urine).Lastly, get yourself a OdorStop Pro Grade Ozone w.

@Linda Roberts it depends partly on the grade of the unit. 

The property is a 4 bed 2 full bath 1300 sqft w/ finished basement and medium grade finishes.

I haven't haggled with him yet but he said there was room for negotiation built in.Kitchen will be gutted and builder grade cabinets and laminate will be installed (inspired by J Scott's kitchen rehabs) - $3475+1100 for uba tuba granite which I am still debating.
