Hopefully the foundation issues don't eat away at the budget... assuming it's an older house...it sounds like the bottom plate on top of the foundation was not pressure treated lumber?

"revitalization" does nothing to address said problems. as far as unloading properties, the government has attempted to get out of its own way to unload houses with the "vacants to value" program.

An example of this, is a simple lumber, a 4x4 is much more stronger than 3x3, in your case, an enlarged foundation is needed to accommodate the "earthquake load".
