I would run the numbers on what you think each can rent at, and what the mortgage payment would be, and find out the cash flow to determine your decision.By the way, something to consider... the VA allows a one-time restoration of full entitlement when Refinancing.

@Ryan Cleary I am a painting and restoration contractor in San Antonio, and I have to say that a $14k cost to do a tenant turnover is grossly over budget.

As long as that is the case, it will go up in value over time as the population growth is generally faster than the new and newly restored building rate. 

I just want to have some kind of reference so that if I buy a distressed property, I'd at least have some kind of idea as to how much it would cost to restore the property.
