Total cost to rip everything out, re-plumb, and then re-finish could be around $40k-50k--and that's if you don't run into asbestos (which you will), and if you don't run into knob & tube (which you will)...this house is a lipsticked pig.

BUT i can give you my numbers from my recent jobs:interior/exterior/cabinetry refinish and paint (includes all caulking of new baseboard and trim) - $5500new exterior trim throughout the entire home + new gutter - $3000flooring install w/ baseboard $2 per sq ftdont take these to heart as AGAIN, my guys arent your guys, my job isnt your job and it all varies :)

Pulling up the carpets and refinishing the hardwood / installing a nice vinyl, some new mid-grade appliances and fresh paint should do the trick.That being said... why don't you fly out there and physically walk through other units for rent in that area (basically pretend to be a renter)?
