San Diego is expensive to Purchase, maintenance and cap ex is expensive, property tax at purchase is expensive in terms of dollars (average SFH prop tax at purchase is ~$1k/month in San Diego), new retail (MLS) purchases are negative cash flow when allocating properly for expenses, it is tenant friendly in terms of regulations but this is largely due to the big advantages LL have due to crazy low vacancy rates.  

However my company was hired to install windows on one of her properties and after the work was completed I got nothing but radio silence.

Upgrade appliances, install new countertops, and modernize fixtures wherever you can.

I don't have any idea what it will cost roughly to make the other lot as a living space - right from assigning address, brining in utilities,  plans for the mobile home (3 bed and 2 bath) install, etc.

You could always use those to prove they were smoking up; with that proof you can either move to evict or simply hold security and at least have some sort of proof.If you install a marijuana smoke detector I wouldn't even tell them what it is (aside from a smoke detector) as they might try and disable it.

Install new tar paper, shingles as well as vent as per instructions.If this is the first experience you've had with repairing roofs I would definitely consider having someone do this for you.

I understand that you cannot rent out a garage as a living space to someone else, unless properly finished and approved by the city, but could I live in it?
