Ask a trim carpenter or a drywall hanger for a frame carpenter's recommendation; ask a painter for a drywaller recommendation; ask a frame contractor for foundation installer's recommendation... in short, ask the trade who follows for recommendations for the trade they followed.

Ponder on this, you need a lead test if you are to touch any paint near a window if the house is built pre-1978, and if it tests positive, you need to hire somebody who has EPA certificate, they have to get a full coveralls, painters hat, shoe covers, and respirators, then you need an abatement company to throw away those garbage bags even if its only a few chips of paint.

had the same problem. hired a local small contractor to plaster over it. paint....you'd never know there was wallpaper.the painter i got a quote from said he can take that stuff no problem. but he did not want to tell me how he'd do it.
