This is easy stuff, but definitely make sure you at least ask your attorney and they’re familiar with this.Not complying with this is puts your loan under a much more massively regulated set of laws.

A legit assistance animal is not a pet, it is an assistive  like a wheelchair in the eyes of Fair housing, Each state does have the right to limited regulation in this area, in WI we can now require documentation form a WI licensed professional, where previously an online Quack could sign off, there are also situations where you can deny, if the animal could cause a problem or pose a health risk for other tenants. be careful on this one and know the law. seek advice from a licensed professional. 

If your property is zoned to allow an ADU (and this is a big IF), then ask about regulations for short term rentals. 

So now a title had to be built which can take up to 7-14 days or so depending on different scenarios (I’m not an attorney or a title company, so check your local regulations) So now I had to get creative to buy time.

My guess it is related to owner occupied regulations, ability to pay type of thing??

If he is their landlord and he has something in the lease they signed.... it's different.If your local has regulations regulating basketball hoops or areas people can exercise/congregate (they can override the lease).
