(Not sure if that's the case in Bakersfield but I could imagine the reconstruction efforts at Paradise is pulling some of that talent away from the area) I do firmly believe if we are ever going to solve the housing shortage homeowners need to be empowered with a pull yourself up by the bootstrap solution--even better with networks to enable such solutions.

(@Randy Thomason, great point ;) It does seem to be the case in general that people facing foreclosure will more than likely not be able to find a way to stay in their home even with a helpful option.

Over the years, I've owned rental properties in other states (Alaska, Texas, Florida) and it was always my understanding that a tenant can withhold rent but has to deposit the rent in a bank account and once the repairs have been made, that money is then paid to the landlord.Does anyone know if that's the case in Illinois?
