Just in a last few days a 5-year contract was produced by the president of the HOA, in which she and the landscaper apparently entered into this contract in 2015, unbeknownst to any of the owners. 

I'd call the hoa president and have a chat.

Unfortunately, In September 2016 this owner nominated herself as HOA president and was voted in.

I had issues with bookkeeper not giving me financial paperwork I would ask for a President who was not only not involved but has not paid dues since 2015. a Vice President who dont wanna make waves with the President or another owner who thinks she is in charge because she own 5 units.  

Im very ambitious was a regional phi theta kappa vice president for 2 years of college with a 3.85gpa and am lucky to be able to have access to many who know all types of construction, flooring plumbing roofing...etc...
