Before accepting a prospective renter’s application materials, a landlord will need to provide the renter with information on the landlord’s minimum screening criteria, Kranzler said.When the landlord receives a completed application — in person, electronically or through the mail — the landlord will be required to make note of the date and time.Old mortgage trick, modified for Seattle landlords (it may or may not work, talk to a lawyer, etc):Give them the full list of what you need to consider it a "complete application" -- blast it out as soon as any email hits your inbox and/or put in your craigslist (or whatever) ad.

Some states find that a electronic signature is enforceable just as a live signature would be, but again that depends on your jurisdiction.
