Couple of weeks back i went to a "workshop" for home buyers who want to buy or stay in the areas/neighborhoods you mention, There were over 5,000 people there because they are getting priced out and cannot afford to live in their neighborhoods anymore.

@Jeff Greenberg  was not a % it was total amount of folks  so maybe 10 % or lessso in a room with 300 to 400 people that is 200 buying units its usually couples  so 20 couples max will do something with it.. with probably 10 doing extremely well.I work with these folks and have since this guru workshop started.. its not conjecture..
