I want to start getting my foot wet in rental properties.I want to apply for a conventional mortgage with a bank, but I feel that my income taxes are not going to be enough to back me up.

Don't go off a price per square foot as a lot of these jobs has to do with complexity and materials more than it does with the size. 

Then we start playing the catch-up game except they can never catch up and bingo!

Your Mom could offer to buy a 2 foot easement from the neighbor to keep the fence where it is and not cause a problem with the addition.
