Are there any potential threats on the horizon, such as new developments that could compete with your property?

In reality foundation issues are not the biggest threat to your home unless you live in a very non-DFW scenario (think mountain-side, sandy soil, or extremely bad drainage, etc.) 

If you feel unsafe, even if you aren't positive about his intentions act preemptively to remove the possible threat.

I'm a part timer as my full time job is in Cyber Security, but I see real estate investing as my vehicle to achieve financial freedom.  

So, either he is just a lazy house keeper and likes to make idle threats, or he is truly the pathetic, greedy ahole I believe him to be because he hopes I will write him a check for $15,000 to come here, walk around the streets and point to contractors working on a house, then tell me those are the people I should be talking to.

If they ignore you, at least they will probably not trash the property, because they won't view you as a threat. 

1) Hold out for 30 more days, and take the cat to an animal shelter. 2) Bargain with scammer to sign off on the trash in exchange for the cat. 3) Transfer trash to some other storage area, and take the cat to an animal shelter.I'm sure you weren't serious about that threat, but if you are it would be something you would regret.

My real concern is the skyrocketing interest rates which in my opinion is the biggest threat to real estate right now.

Once you have that property's potential insurance price then you can use it for the same properties in the area barring there is any wild land fire threat, or any other hazards that they would create an increase in insurance prices.
