By framing the issue as only something that can be accomplished if everyone behaves in the way that you think is best, then the next logical step to say 'well I don't need to act in this manner until those who really move the needle act that way' and proceed to try and change the behavior of others, since that is how the "problem" gets solved. 

As to the comment implying selling and later taking properties back, or churning, those that do that intentionally will be having their dues to pay.
