HOA fees provide as follows: Water, Heat, Gas, pool, common insurance, scavenger, landscaping, elevator, tennis court, basketball court, parking, storage, laundry, clubhouse, snow removal, exterior maitenance, security door locks.

Overall I am inclined to go with offering winter storage at a fee and ask her to remove from the garage.

Looking to buy a parcel of land, used to be a gas station. 10 years ago they shut down, did a phase 2 and found contamination from the storage tanks.

For example, They could have found an underground storage tank (for oil heating - a big issue up this way) or discovered soil contamination and the seller offered a reduction in the purchase price because of it.
