My personal experience with the foreign student population is usually they are serious about their education and from more well off families in order to be able to afford this experience.A couple of things I do is verify the enrollment (usually run email through the university system) or get a letter.

Please verify the school information with the school district, enrollments get capped and designation boundaries may change.Applicants should satisfy their concerns regarding crime statistics or the presence of any sex offenders in the area, before submitting an application.

Once both kids are enrolled 2.5 years from now, the residency requirement for the school won't apply, and we will move back home. 

I'd be wary of Law Schools these days - Google "Law School Enrollment Decline" and start scrolling.

I tell them no, that I am not enrolled in that program.

I just enrolled in my real estate classes, and am actually exciting about the "Legal Aspects" course.

However you are not required to enroll in Sec8 programs. 

There's incentive to sit down and learn when you are enrolled in a class you've paid for.
