I read all the info about the costs - which are very very high - we don't have property taxes as such - we have council tax - and the person living in the property pays it.

City Council surprisingly clarified later that this is not the case.

I would highly recommend you seek legal council.

What we really need is a new city council.

What’s permissible for me may be impermissible for you, so check with your local council/governing body to determine what work (if any) requires permits! 

Renting it out, vetting tenants, carrying out fixes, receiving letters of complaint from the council (grass not being mowed, or things like that), and whatever else I don't yet know about, which I'm more concerned about.
