On physical inspection all of the electrical panel had been stolen, all the wires cut out of the attic, water heater, and air conditioner as well.

hi  well im not here for the real state thing but instead im here to ask a question, two years ago i had a central air system installed in my house, i had te actual air machine and the evaporater cabinet replaced but not the ducts.

Not to answer for James, but I think that's very reasonable - the life of a good furnace can easily be 25-30 years or more (I'm at 24 on my own furnace at home), and adding the central air will help him attract tenants more easily.
