I would check out Wyze security cameras (cheap cameras and free cloud backup) and then get a Sprint/ATT/TMobile hot spot to leave at the property for internet connection.

I would avoid it ,Google it up on the paying of claims  it's ugly .The underwriter  was a company  out of the UK .The really pull out  the stops to avoid paying .it is very rare to have a issue,now if you are buying a home always have a camera inspected sewers lines .

If the issue is that they are just smoking around the building... or in their car... then you could install security cameras on the property exterior to catch who the smoking person is. 

To figure out your options, you really need to know what kind of sewer line you have (guessing not PVC) and camera the line.

The last cash out I did I bought a new camera. canon 5d and a 70-200 II Lens. about 4K in equipment in one swoop.

Sewer can be a large cost if there are issues however it may cost $400 to get someone out with an inspection camera. 

Also a camera will tell you exactly where it is.

While I have used Matterport and like it, you can have a boots on the ground person easily take spherical panoramic photos quickly with the Ricoh Theta series cameras.
