I would check out Wyze security cameras (cheap cameras and free cloud backup) and then get a Sprint/ATT/TMobile hot spot to leave at the property for internet connection.

I would avoid it ,Google it up on the paying of claims  it's ugly .The underwriter  was a company  out of the UK .The really pull out  the stops to avoid paying .it is very rare to have a issue,now if you are buying a home always have a camera inspected sewers lines .

If the issue is that they are just smoking around the building... or in their car... then you could install security cameras on the property exterior to catch who the smoking person is.
