Only amenity is a common area medium pool with a water view. 

I don't think most sponsors understand the legal implications and unfortunately it's been 15 years since a cycle has caused the tides to go out, so very few do but once these issues go to court, judges will hold sponsors to a much higher standard.

I'm ready to sign an offer to purchase on a property that has water in the basement/foundation cracks. 

Look forRoads on two sides, good cell or fiber optics, trees, rock or boulders, water, ditches to build ponds, views, walk out basements, seclusion but close.  

Property is in okay condition but has some leaking pipes in basement and needs  a water line for the 2nd unit to have better water pressure.

(Where I rent properties, the city has a law that a property can be condemned if people are living in it without water and electricity.) 

We dont have any section 8 houses in Beachwood but in Shaker we have seen closer to 1650 (owner pays water and sewer). 

If I can break it still, what does that look like, and are there standards on kinds of concessions for having done so (like giving them 2 months to find another place, those 2 months on my dime, etc.).

Sometimes different title insurers have different underwriting standards and one may agree to insure while another may not under the same circumstances.
