Highly unlikely you could buy the 1st heloc note since it likely from a large bank....that won’t happen, but you could pursue it if it is a small local lender.

I've been investing in some mixed use in very small towns for past 5-10 years. populations of 1000 - 1500, 8000, 16000 etc.

For Section 8 opportunities in Tulsa, start by researching areas with high rental demand and good rental yields.
