With the amount of fake accounts taking place, if you reached out to a bunch of people but have no photo, I'm sure many of your requests blocked you or reported you as spam. 

There is an additional cost to pay for them to inspect the crawl space which saved me a lot of money when we saw the effects of the blowout underneath the newly floored bathroom and how they supported the floor with 2x4's directly into the ground with no concrete footings or anything.The owner also teaches  at a local community college on how to inspect the different systems in a house. 

Also, if walking a block or so to the beach is okay, you could probably find something out of the flood zone just about anywhere.

Areas in this city can change from great to rough and back to great all within a few blocks.

The contractor should have access to roofers, framers, concrete, pool, plumbers, electrical, tile, sheetrock, kitchen & bathroom installers, painters etc and should pull the permits.
