Judging by the pictures, that looks much more like scrapping fueled by some mental health or addiction related drive rather than outright theft.

Maybe you should tell the HOA that, due to the new rules, you will not be renting your unit but since it is such a nice home you are donating it to a local halfway house to use as they transition recovering drug addicts back into the mainstream.

I know the easy answer is evict, been there done that, but I don't need a bunch of gun slinging heroin addicts (who by the way don't mind shooting thier guns.) living in my building until an eviction is final.
