For a nominal fee, a good, appropriately licensed hard money lender could probably help you originate your loan to the rehabber and even provide those loan documents to you. 

They photo very well.

Sandy,I'd send the photo to the inspector, and engage in conversation.

Also I would conduct a inspection of the premises, bring along a 3rd party so no bs gets made up, and document the current condition of the unit with photos or videos.

They provide the service pretty much as what you described: find list of properties to be foreclosed, drive the properties and take photos, run preliminary title search to identify other liens, crunch numbers and go over the properties with investors prior to auction.They don't charge anything upfront until you win the bid on the auction.

Ask for photo identification of each person occupying your property.

This tenant sent me photos...yada, yada, the detergent tablet (recommended by the repairman) didn't even dissolve etc..
