These guys are always long on the marketing delivery and short on functionality.

there is a paste that can be put on the probe which will change color if there is water in the tank. if the tank is full of oil, it probably means it has not leaked....depending on when it was last used. find out when the last oil delivery was and if seller is still using the tank.  

Based on what I have read-preconstruct  want anyware from 30% to 50% down and then 2 more deposits with the last being on delivery.

What I mean by that is that, instead of having to pay 100% of the price for a pre-construction condo at the signing of the contract, you pay a certain percentage at signing and the rest during construction and/or at delivery.

Ive now found a furniture store that charges $99 for delivery and installation.

you want control over where they chose the spots, some biz owner may be annoyed if they rely on a certain spot, think cake shops, flower, other delivery tenants you may have. make sure what ever you agree to is put on paper, should eb a simple agreement.
