If you've found some that seem profitable just make sure you do the due diligence and uncover all of the costs.

If it is set very low, either you are dealing with a seller that doesn't know what they have / the market or they know but there are some issues to uncover. 

They will ask enough questions to uncover the fact that you were transferred and may require proof of such?

I didn't have a contractor or anyone inspect it yet and property is being sold as is. what are some strategies I can use to talk the sell down a couple thousand in case there is a bigger issue that I will uncover later. please Help

A title search before bidding would have uncovered this.

But a good inspection and negotiating after the inspection can help uncover deferred maintenance expenses.
