Water bills come in once every 3 months and I give tenants ample notice prior to updating their accounts with the water bill charge.

For this time you'll have to see if they bring the deposit to you prior to the lease commencement.

The lack of evidence of prior repairs despite the seller's disclosure raises serious concerns about the integrity of the transaction.

I then sent 6 emails over the next 10 days that were not responded to until the last one on 2/29/24, and was told it didn't go out in the prior week, and that your DoC was "hoping it would go out in this week's batch" (3/1/24).

You will have to do some site prep work prior to the set up. 

My parents have seller financed before--they're not newbies, but they lucked out the prior two times.
