Under the new leaves is an inch or two of composted organic matter, I am sure it's good for planting, because there were plants growing out of it.After I closed, I had a company come by to clean the roof. 

Building codes require the top of the foundation to be at least 6 inches above grade for this very reason. 

The quickest way to install is to use J-Chanel as the top rail and dig a trench about 4-6 inches deep.
