Moist crawl space (San Diego, CA)

Hey guys!

Tenant reported water on his floor, that was coming "from the walls", as he thinks, and on the floor underneath the oven and fridge.

We sent a plumber, and he wasn't able to identify the source of a problem. Plumber stated problem is outside of his expertise, since the only thing he noticed was a very MOIST crawl space underneath the cottage, all over, as if after a rain. Problem is, it hasn't rained in San Diego (this happened a week ago) in like 3 months!!! Why is the crawl space so moist? Plumber has no idea. He noticed no sewer smell, no puddles in the crawl space, nothing alarming.

Could it be a leaky irrigation? I do not know which vendor to call now to see what's going on! 

Please, advise!
