Typically cities are broken up by various zones allowing different uses.

Thankfully plumbers are using pvc and other plastics these days so if you upgrade, you'll be upgrading to something not worth stealing.

Hi, I am a new investor and I am interested in a property in a low income neighborhood that has 8 standard windows with a few of them broken out.

We missed several increases over missing lightbulb(s), broken screen(s), or a tenant decision to removed copper overflows on water heater (scrap value)... 

We arent interested in older homes that have been broken up into apartments -- but rather apartment style buildings with 4-8 units. 

One of the problems was the window screens missing and another one where one window has a broken lock (which is the one I misunderstood for not opening).

Maybe you will be able to upgrade to current market rents, or maybe it would be too costly because of deferred maintenance.

Furthermore, doing slight upgrades and fixes here and there.

However, mine is for rent with upgrades as I go.
