There are many good locations - I'd suggest that you play around with the "Market Finder" tool at the top of the screen here, included with your pro membership. 

I'm doing this exact thing right now- I've been pleasantly surprised by how many people in my network have resources, cash and interest in something like this. 

BiggerPockets is full of resources designed to help you along your journey, whether you are just getting started or a seasoned investor.

Private is an option too, but again, a pay for service on top of the permit fees, etc.
