The last thing you want to do is spend the money for a conversion and then get shut down by the neighbors or city.Is there another way to access these bedrooms other than the garage?

What about legality and insurance. if using a single family home wont the town shut you down (especially if neighbors complain) also will i need a commercial insurance policy?

Not saying this is the case here, but whenever someone is promoting their opinion and shutting down naysayers, it feels like clients could be railroaded.
