I'd look at real economic development and what drives migration and property values in an area an decide from there.

The best part about Reno / Tahoe Nevada are it's landlord friendly, Real estate taxes don’t reassess on the sale, insurance is low and we continue to have increased in migration, jobs (no state income tax) and our own land constraint issues which prevent the market from getting overbuilt. 

With any strategy do the research, look at job growth, migration, and supply constraints.

Property drove personal wealth- hence the migration west during the 1850s. 

Alot of net migration moving to warm belt states especially retirees.

I know this is all opinion, but do you anticipate a migration to non-Tax States?
