What appears to be water damage to the foundation can be caused by water intrusion at the roof that travels through the walls into the foundation (typically in block foundations).

I also hired professional property management a couple years ago when some of the more intrusive Seattle rules hit,   but again this was a modification of my existing plan which required that anyway so I could keep scaling beyond what I could manage by myself while I still have a full time job.

Next you'll be hearing the "mold" word...I'd install some kind of resilient flooring (lvp or similar) and let the tenants buy some large rugs that could get rolled up and saved from any water intrusion events.
