There are exceptions within SB 608 that would allow units needing repair and are "inhabitable" that allow you to give notice.

At that time, we still believed they would move out on Aug 10 and was okay if they stay but we wanted to have a contact to say they know and accept our flooring project (prevent them from complaining the project makes the property inhabitable)I don't know why they were so reluctant to sign an addendum, if they planned to move out on Aug 10.

However, based on my observations she doesn't stay in the property when she's back home - haven't seen turnover with cars, any activity like it's inhabited, etc.* has a local person who can keep tabs on the property for her* she "had it appraised" 2 years ago and is asking about 100K more than the appraisal, and about twice as much as FVM for what is selling in the area.The intriguing thing with this property is that there is acreage that goes with it.
