Hackey Hackley works off CL, I once had a guy with 20 years experience, he was a framer come to find out who thought he could do finish work, it cost more in the end! 

How do we find Contractors that can take this from start to finish .i.e. can we sub it out to different subs (framers, sheet-rock, plumbers, electricians, roofers, etc)..or do we need a GC for getting the permits etc in place?

There is no need to replace the vents going through the roof unless you want to. 3-I have had PEX rupture before, but it was because a framer put a nail almost All the way through it.

Plumbers and Electricians will be on deck once framers are done.

I've been running into a lot of builders (even people 20+ years with great contacts) unable to find framers, roofers etc and costs rising pretty fast of late.  

Maybe the framer takes a deposit and disappears.

As stated above, you will just need to get a framer or GC to look at it and give you a bid--there are just a lot of variables. 

I was a carpenter (framer, roofer, sidewaller) for 17 years full time before I switched over to design (which included the 2 years of commercial roof estimating.

And then I have the framer set to get started within the next 2 weeks and get the ball really rolling.
