First off, I am not an attorney, the way it was explained to me by my attorney; the reason for setting up a "series" LLC would be to encapsulate the individual assets and associated liabilities to just the series itself. 

From my readings, I think you mean encapsulation, there is a specific paint that can encapsulate lead paint.

Suspect building materials should be tested and removed or encapsulated as deemed necessary by a professional asbestos contractor.

If you painting over existing, then you are encapsulating the existing paint and you should be good.

If you can't just paint (encapsulate) then you are stuck with removing the old siding and replacing it.

I'm not an expert on this but the term for it is encapsulating the crawlspace, and it's generally a good idea as long as you do it right.I would use that search term to find more information on how to do it right. 

Cabinets should be tossed as well but we sometimes clean and encapsulate them if they are custom.

Encapsulation will cost me 15-20k easily.

I'm assuming that the insurance company is inflating the numbers a bit for a number of reasons (higher premiums for a start), but I have done some work to the property (new roof, new windows, new HVAC, encapsulated crawlspace) that I'd like to think increases the value a bit (and would make me much happier if I do sell!). 

@Karen S. for interior work you can (in my area) "encapsulate" the lead paint with oil based primer.For the exterior you will need a certified lead based painter who will follow the rules.
