Take a property like that, on the MLS, pay market value even for its current state, and unlock the hidden value by adding beds and baths in a cost effective manner (converting attics and/or basements, converting the garage and then adding a detached garage structure, etc).

To really unlock the value of the property, someone needs to owner-occupy the property to utilize the owner-occupant rent control exemption.

All locked up  ("suspended") losses are pushed into the future years and will eventually be unlocked when you sell.

They will eventually be unlocked when you sell.

So there can be great upside in these buildings if you’ve got the capital to unlock it.
