You sometimes have to remove the pad, as well.If the urine soaks into the subfloor, you may have to paint the subfloor with an oil-based Kilz or other primer that can seal in the odor.

You need to neutralize the urine to remove the odor and sanitize it as well since there were pests there doing their business.

She might be so use to the odor she can't really tell it's a problem.I hope you can get her to remedy the situation but 5 animals require a lot of litter cleaning...it's probably going to be an ongoing problem.
