While you are in the phasing of preparing, I recommend getting the board game Cash Flow and playing with friends. 

Your reserves, income, and comfort level all play a role in this. some may be OK with 60-70% if income is good and there are good reserves to handle an emergency, others may be good at 30-40% leverage. 

If the market value numbers above are correct then you def will have a nice chunk of change to play with.

And if a group is out there projecting that 20% IRRs are still achievable for a typical value-add play, I get very suspicious, and ask for a lot of "projections vs actuals" on current deals to confirm their assumptions.

Slab over Basement, Wood or Block,  Many factors come into play.  

Often answers are scripted and your job as an investor is to ask the right questions in the right way to answer for yourself whether you can trust what you are hearing.
